How can HR contain costs?
The HR department is in a particularly advantageous position to help companies save money, especially by containing costs in health care, compensation and legal exposure, as well as administrative, overhead and relocation costs.
Part of the conventional HR department’s obligation is to study the costs of health care and other benefits, compensation, relocation expenses, overhead costs and even general and administrative costs. After studying these costs and weighing them against the organization’s needs, HR can make recommendations as to how costs can be controlled—or reduced. And through workplace training, investigations and the fair and uniform implementation of workforce policies, HR can help reduce an organization’s potential legal exposure.

American Recovery and Reinvestment Act of 2009 - Summary of Major Health Care Provisions
On February 17, 2009, the American Recovery and Reinvestment Act of 2009 was signed by President Obama. The Act introduces massive changes in legislation, notably major changes in health care provisions. The American Medical Association cites the following changes in legislation:
- COBRA - Sixty-five percent temporary COBRA premium subsidy for workers who have been involuntarily terminated between Sept. 1, 2008, and Dec. 31, 2009.
- Medicaid - Increases FMAP for all states by 6.2%.
- Health Information Technology (HIT) - Provides approximately $19 billion for Medicare and Medicaid HIT incentives over five years.
- Privacy - Federal privacy/security laws (HIPAA) are expanded to protect patient health information.
- Comparative Effectiveness Research (CER) - The government will increase funding for CER by $1.1 billion.
